That I don’t know, honestly. One thing I do know is that it probably costs more to send it from Canada to India. Canada is ridiculously expensive.
Sending from India to Canada would be atleast 2500 ₹
That would be around 42 Canadian dollar. 1 kg
Yeah, that sounds about right! That is expensive 🙈

But then 21+ will not expensive.
So you send in bulk.
It makes sense for businesses to send in bulk me’thinks.
